Parish Councillors

The Parish Council has 9 seats and a Parish Clerk. There are 2 representatives for Fontwell and 7 for Walberton.

We currently have vacancies for 3 councillors.

Fontwell Ward

Andy qualified as a Veterinary Surgeon in 1999.  He moved to Westergate that Autumn and worked with the Downland Veterinary Group from 1999 until 2018.  He was initially a veterinary surgeon, and then became a Director of the company.  His responsibilities included general day-to-day clinical practice and out-of-hours emergency work and also responsible for IT and telecommunications. He moved from Westergate to the north of Eastergate, on the boundary with Fontwell, in 2013.

In September 2018, Andy left veterinary practice to spend more time with his wife and young daughter.  He is currently a co-Director with his wife of a property lettings company with holdings outside our local area. 

He also undertakes freelance IT work including web development, system programming and maintenance.

Douglas McElvogue

Raised in the Northern Isle of Britain and having lived and worked throughout the UK and Europe Douglas has made his home within our Parish. A former Diver and Archaeologist he now works in secure communications whilst running his own not for profit heritage consultancy. This has given him a wealth of experience within the planning regime, both locally and strategically, and on committees as well as running campaigns.

As a Walberton resident, Douglas felt it was time to give something back to the community in which he has made his family home, so joined Walberton Parish Council as a councillor in 2019.

Walberton Ward

Toby has lived in Walberton all of his life and since 2019 with his wife Helen. 

He has had an extensive and high-profile career as a public speaker which led to him starting his own charity in 2008 talking to children about living with a disability.  The charity spoke to over 250,000 children before having to close due to the pandemic. 

He has also volunteered as a trustee for several charities, becoming the treasurer for a national charity  and co-chair and chair of the English sector of an international charity. 

He has had enjoyed a great sporting life. Representing England at boccia for 6 years. He still enjoys going skiing every year with Helen. 

He has always loved the village of Walberton and is passionate about keeping the village the lovely friendly community it is today.

Louise Higham

Louise has lived in Walberton with her family since 2021 and started her interest in village politics when she became involved with the 'Stop the A27 bypass' campaign.  Having grown up in the local area, she has lived all over the UK and abroad whilst bringing up four children.  Her working life included working in production for the BBC, being a Marketing Manager in schools, Drama teacher, Clerk to School Governors and, now, a Foster Carer.  She has always volunteered in some capacity or other, whether for the Cubs, the Alzheimer's Society, or in a children's home in Kenya, and hopes that even small efforts can have a good effect.

Fontwell Ward

Andrew is a solicitor working in the Chichester area and specialises in estate planning. He moved to Fontwell from Worthing with his wife, Mihaela, in 2018 where they have been busy with DIY ever since.

Coming from a somewhat mixed background of first science and then computing before settling on the law, Andrew’s interests are largely technical and constructive.
